Governance

As a public-private partnership between the European Union and the Bio-based Industries Consortium (BIC), the Bio-based Industries Joint Undertaking (BBI JU) meets the best standards for balanced and transparent reflection of public and private interest in its operation and governance.

The four bodies of BBI JU are:

•    The Governing Board: it is the main decision-making body of the BBI JU and is composed of 10 members representing equally its founding partners: 5 represent BIC and 5 represent the European Commission – more specifically, the Directorates-General for Research and Innovation (DG RTD), for Agriculture and Rural Development (DG AGRI) and for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW). The Governing Board is responsible for adopting the Annual Work Plan and Budget as well as approving the annual calls for proposals and the list of projects selected for funding after the evaluation. It also approves the Annual Activity Report.

•    The States Representative Group: it is an advisory body composed of appointed representatives of the EU Member States and associated countries.

•    The Scientific Committee: it is an advisory body composed of 15 recognised independent experts appointed by the Governing Board after an open call for candidates. Their expertise covers the main areas of the bio-based sector.

•    The Executive Director: he is the chief executive in charge of the day-to-day management of BBI JU in accordance with the decisions of the Governing Board. He sets up and is responsible for the Programme Office, that implements the BBI JU initiative. 

Operating under Horizon 2020, BBI JU is driven by the Vision and Strategic Innovation and Research Agenda (SIRA) developed by BIC and endorsed by the European Commission.
Additionally, the European Commission ensures that the public interests, as defined in EU policies, are protected and integrated into the work of BBI JU. For the same reason, it scrutinises the SIRA and the Annual Work Plans from different policy perspectives.
